Dallas C. Dodge
Dallas Dodge is the Managing Partner of Roy & Leroy, bringing extensive experience in law, legislative strategy, and government affairs to his work on behalf of the firm’s clients. A former senior attorney to Connecticut House leadership, Dallas is known at the State Capitol as a trusted advisor on complex legislative and public policy matters.
Dallas began his career in state government as senior legal counsel to the Office of the Speaker of the Connecticut House of Representatives. In that role, he represented the Speaker’s Office in significant legal matters, drafted and negotiated major legislation, and provided legal and strategic counsel to House leadership and members of the majority caucus. After leaving the General Assembly, Dallas joined the Insurance Association of Connecticut as Vice President, representing the insurance and financial services industry on legislative and public policy matters.
Prior to his work in government and lobbying, Dallas practiced law at Shipman & Goodwin, one of Connecticut’s leading law firms. He also served as a judicial law clerk to Connecticut Appellate Court Judge Lubbie Harper Jr. and Senior United States District Judge Ellen Bree Burns, the first woman appointed to the federal bench in Connecticut.
In addition to his lobbying practice with Roy & Leroy, Dallas maintains a legal practice through the Law Office of Dallas Dodge PLLC and currently serves as Corporation Counsel for the Town of West Hartford, where he previously served as an elected member of the Town Council.
Dallas received both his undergraduate degree and law degree from the University of Connecticut.

Joy L. Avallone
An accomplished attorney and lobbyist, Joy Avallone brings extensive legal, government, and industry experience to her work representing clients before the Connecticut General Assembly and state executive branch agencies. She advises clients on a wide range of complex legislative, regulatory, and public policy matters.
Prior to joining Roy & Leroy, Joy served as General Counsel for the Insurance Association of Connecticut, where she was one of the principal advocates for Connecticut’s insurance and financial services industry. In that role, she represented the industry before the General Assembly and state regulatory agencies on significant legislative and regulatory issues affecting insurers and the broader financial services sector.
Joy previously served as an Assistant Attorney General for the State of Connecticut, providing high-level legal counsel to state agencies on complex legal and regulatory matters. She began her career as an attorney in Deloitte’s Private Client Services Group, where she advised high-net-worth clients on tax, compliance, and investment matters.
Joy received her undergraduate degree from the University of Vermont and her law degree from Quinnipiac University School of Law.

Pete Myers
Pete Myers is one of the most respected business lobbyists at the Connecticut State Capitol, with extensive experience representing the business community on complex legislative and regulatory issues.
Prior to joining Roy & Leroy, Pete served as Senior Policy Director for the Connecticut Business & Industry Association (CBIA), where he helped lead the organization’s advocacy on behalf of Connecticut’s business community. His work focused on a broad range of issues affecting employers, including business law, banking, environmental policy, energy, and workers’ compensation insurance.
During his tenure at CBIA, Pete led broad-based business coalitions and stakeholder working groups that helped achieve significant reforms to Connecticut’s workers’ compensation system and the repeal and replacement of the Transfer Act, the state’s longstanding framework governing the investigation and remediation of environmentally impacted properties. He also led CBIA’s E2 Energy & Environmental Council, bringing together business leaders to develop and advance practical public policy solutions on complex energy and environmental issues.
Pete began his career in politics as a senior campaign aide to a major-party candidate for Governor of Connecticut, giving him an early foundation in statewide politics and public policy that continues to inform his advocacy work.
Pete holds both a bachelor’s degree and a Master of Business Administration from the University of Hartford, where he was a pitcher for the university’s NCAA Division I baseball team.
